Ashish Kakkad
CTO, San Diego County Sheriff’s Department
Ashish “Yosh” Kakkad is the Chief Information Officer for the Department. Ashish joined the Department in 2002. He was appointed as the CTO for the Department by Sheriff Bill Gore in 2013.
In his capacity as the CIO, he is responsible for managing the Department’s technology budget, and contracts as well as ensuring the technology roadmap aligns with the Department’s strategic goals. Ashish also oversees the Department’s Wireless Services, which is responsible for providing mission-critical voice communication to 116+ local, state, and federal agencies in San Diego and Imperial counties and over 20,000 active radios on the System.
Throughout his career, Ashish has led a tremendous effort on numerous large and complex projects that were hugely beneficial for the County and the Sheriff’s Department.
Before being appointed as the CTO, he was responsible for the regional data-sharing platform, actively utilized by over 70 local, state, and federal agencies in the County with over 12,000 active users. He is a US Air Force veteran and holds a Bachelor of Science in Computer Science and MBA in IT Management.
Mr. Garcia currently manages the K-12 school business vertical in the United States for Physical Access Control Solutions at HID Global. He has over 20 years of experience developing full-spectrum safety & security solutions for K-12 districts that combine people, process, and products to deliver layered security based on quantitative and qualitative risk.

Mr. Michael Dixon is a Strategic Account Manager at Genetec Inc. He joined security in 2006 coming from the TV and Film industry where he worked on popular TV shows like Renegade and Silk Stockings. He began his professional security journey at Insight Video Net as a Sales Engineer deploying Genetec Omnicast at over 2,000 schools in the greater New York area with IBM and the New York Department of Education. Since then, Michael spent 8 years rising through the ranks at Panasonic in the Public Sector to earn the role of National Sales Director. In 2014 he returned to the VMS platform that launched his career, and joined the team at Genetec. He is passionate about providing high tech tools to the public sector and K-12 market to help provide a safer environment for his fellow Americans.
Sawyer Lowe has been with Convergint for over two years. As an account executive, he has worked with numerous clients to develop roadmaps to sophisticated security solutions. Using threat assessments, budget management, and state of the art technology, Sawyer has guided clients to solutions specific to their situation to protect their people, property, and assets without sacrificing operational efficiency or excess funding.
Sawyer was born and raised in the San Diego area and graduated from San Diego State leading him to focus on security solutions dedicated to protecting the local community and schools. His focus on education has allowed him to become an expert in funding, grant writing, and developing an understanding of the unique challenges that schools face.
